I see that #4 exhaust and #3 & #4 intake are right at the small end of the range. They will continue to get smaller as parts wear, so I recommend adjusting them closer to the middle or large end of the allowable range. It is generally better to have the gap near the maximum allowed rather than close to the minimum.

Do NOT grind the shims. Making them is NOT possible. If you can't get them from US suppliers then buy a set on eBay.

Shims have a hardened surface that will be damaged by grinding. Replacement shims of the proper thickness are the only way to go.

Do NOT grind the shims and do NOT use something that a metalworker makes! Doing that can wreck your engine. Just BUY the correct shims. Do you have a Kawasaki Service Manual? If so, take a look in it about shims. Mine is very specific about NOT grinding them (see image below). If you do not have a Kawasaki Service Manual you really need to buy one if you plan to do any work on your bike. Ed

Yes you can swap shims.

Follow the manual on shim changes and measurements. It is explained in detail in the manual.
Links are in my signature to download manuals. Use the factory manual.

That's what I do. Since 13 I'buy the shims I need and one or two extra. Now I have a full set. I always get the next size down as extras.

That may not be necessary. Loudhvx has information on his website about running pods with just a needle shim.
