Chain is jammed in front side of the crank below the guide. Crank must be able to spin freely while pulling the chain tight and installing the exhaust cam, but held in correct position with hand-tension pulling on the chain at the back...that was the hold-up with mine. :)

You forgot your engine is the Australian model and the engine rotates backwards?

If you try to turn over the engine without a cam chain tensioner taking up the slack, the chain will bunch up around the crank and bind it, or the cams will jump time and you risk bending valves.
