I'd pull the cylinder for sure and replace the base gasket and all seals. OEM gaskets of course.

Depending on how long you plan to run this engine, you could clean up the head and just lap the valves. It looks to me that this one could use a valve job at this point. It would run either way though...
If I knew what I was doing all the time life wouldn't be any fun.

If you got the funds handy, I'd take the head et al to your local machine shop and have them re-do the valves, seats, stems. I had this done recently and it cost me just under $200 but it was a lot of work in my situation due to problem valves, etc.
BUT
It's good peace of mind for later when you're cruising down the road that your head has a clean (re)start on life.

It's a good question.
