Thanks. I'll try test. Well engine has like 12 k on it and compression was good 150-170 on all 4 cylinders before I disassemble it . Now no valve clearance on 1 valve on each of 3 cylinders. So the only clue here is the dude that did it mixed up shims and valves do not seal properly. My question is how did it fire and run on compression 60-70 on 3 cylinders. All were firing. It worked like shit though

If i take shims off all together just to test the compression. Will I damage cam shafts? What do you think?

Yes. Cam lobes will get damaged.

Never rotate the engine with a shim removed. As mentioned, the camshafts will be damaged.

If the only thing stopping you from adjusting the valves is not having the tool, read this... members.dslextreme.com/users/bikecliff/i...lve_tool_zip_tie.pdf

Got tools and 2.0 shim + micrometer to measure original shims (some lost markings on them). I think I found where they need to be moved after whole day of calculations and measurements.
But now i found 2 more issues. The one that is most serious is that bucket on intake #3 is very tight. There are metal shaving all over the bucket on the valve cover and under the shim. You can only turn it in place with screwdriver with quiet a bit force while others rotate freely. The only way I could take it out is with biters. Took a bucket from other cylinder and it was stuck there to. So its definitely not a bucket it self. Any ideas? Don't want to take heads off again but it seems I might have to.

#2 issue treads on cam shaft caps were helicoiled and 1 was pulled out because I did the mistake that everyone else was doing started to tighten it to 12ft lb. So i guess will have to go to a bigger size now on 1 of the wholes.

Unless you can make it move freely, you'll have to take off the head and remove the valve. Have you tried to vacuum it out?

Hey man. What do you mean vacuum it out? Bucket? Yea I can take bucket out with biters or pliers, Strong magnet does not pull it. Very tight. Is that what you meant? What could cause it to be so tight in there that's the question I really like to know the answer to?

Where did the metal shavings come from? That's what's causing it. Pull the head.
