go buy a new set of plugs, those look old and you really cant trust them especially when you are chasing firing issues,
next, get the voltage fixed going to the coils, since two cyls fire from one coil, if its weak, it will only fire one, electricity is lazy it takes the least path of resistance.
the pipe looks like its got a lot of oil on it, could be from sitting so long and the rings are stuck or since you have a cyl not firing its gonna try and pump oil and fuel.

as stated before, do a COMPLETE tune up, new plugs, point condensor, clean carbs again, check for vacumm leaks, and adj valves, get full voltage to the coils, eithe via the wired george coil mod , or cleaning all connection.

you would be surprised how one small item can drive you nuts when chasing a missfire issue

When I explained the oil sitting.g in the number one under the valve cover to my brother inlaw he thinks that this could be my issue. He said that thoil comes up in there but should flow right back down. I leaned the bike the other way.....rotated the the engineering a few times and it does not flow out. Keith I know you said not to worry about it but with what he said It sounded like it makes sense. What do u think?

key on, in the run position, engine off,, just dont leave it on for a long time, you are putting voltage to the coils and condnsers.
you should have close to the same voltage at the battery as you do at the coils
