Okay so with the switch on, the fuses in, and the harness disconnected from the ignition switch, I'm reading from both sides of that connected I posted the picture of and am getting a steady 11.6V from the White wires

Try testing for voltage just an inch or so away, on the white where it comes up from the harness, just back from where the two are on the same Spade in the left side of the connector.

So OK. Time to plug your connector back in. Using the Diagram, you see the switch contacts. Turn the switch to On, and check the Brown wire for power.

The brown wire coming from the ignition switch, disconnected and not running back into the bike is a jumpy voltage of 0.3-0.5V

Yes, from the switch, the connector plugged in, main fuse in place.
Then the Yellow Wire, Both the Brown and the Yellow need to have Power when the Key is turned to On.

Switch is On? Is this the New Switch or old switch?

With the old one plugged in I get voltage to the White and yellow with the switch turned on, no power to the yellow when the switch is off, and 11.6V to the brown wire, which is far more than I'm getting in the brown wire of the new switch...

OK, so your Old original switch is ok, not impressed with the New one.
So you have power out on Both of your circuits. Now to move down the line. The Yellow also has a connection, like the brown, where it Plugs in. These are "Bullet" connectors, single wire terminal. Make sure the yellow wire is plugged in, i believe it will also be there in the head light bucket.
The Yellow runs over to the Handle Bar switch for the right side, start button and On/ Run switch. This will turn the ignition On and operate solenoid when you push the Starter button.

Found a black wire in the harness in the headlight, plugged it in and all the electrical systems worked! holy shit! so excited!
