I may be missing something, but carburetor #3 looks like it is set correctly (I assume about 2.5 to 4.5 mm). Number 4 looks high, but doesn't look to be an inch higher. Did you get the inch high reading after this photo was taken? From what you said, it sound like the one with the one inch high reading (#4) is not dripping fuel from the bore anymore, only number 3. So the high reading has to be an air bubble. A one inch reading can't be possible. You can test number 4 as follows and you won't have to worry about air bubbles. Assuming you have done everything suggested, your problem has to be a leaking valve/seat issue.




The red line indicates where the level should be ideally. The blue arrow indicates where the level is on that carburetor. Make sure you have a bowl underneath to catch any overflow.

first, thanks everybody for all the great info! its definitely the seats/valves on 3 and 4. decided to mess with it for a few before work, and 1 and 2 are in the ballpark. 3 just wants to spew out the face, and 4 is leaking a bit too. if i turn the tsnk off prime, i can get a decent reading on 4, but 3 is *&^%ed.
taking your advice here motorhead, im ordering full rebuild kits, and going to go over the carb holders again, so ill have a few days away from it, or tackle some of the welding, and mounting lights issues i have...
the weather here is pretty warm until the dead of winter, so i may get a few days of riding in yet....before i tear it down for winter :S

Hang in there it will all come good for you. New parts will make setting the Fuel level a piece of cake. ;)
