Well I pulled the cams, and everything timed up nicely this time. Not sure what my issue was but timing was not it. It’s still got the ticking sound coming from it. 
This was your issue, cam timing without torque down cam bearings. The cam chain guide in the valve cover do some extra pressure between the cam sprockets. The intake cam turn CW and the exhaust cam turn CCW some degrees.

A real common tick is a minor exhaust  leak at the head.  It can sound like a  valve tick

Scirocco, this was not my issue as I only loosened the cams to retime the cams. I promise once the cams were timed, they were tightened down and rechecked to be spot on. Then the entire rotated around until TDC and rechecked the timing, which was still spot on. 

street fighter, I will look into the possibility of an exhaust leak however I did use new copper gaskets when I reinstalled the exhaust and all studs were given the German torque spec. I may try to remove the exhaust and reinstall as the noise does get louder as when I get closer to the center of the motor, like cylinder 2 or 3.

In my experience, especially with some aftermarket exhaust gaskets, one must tighten the exhaust flanges several times (with some heat cycles in between) before they fully seal.

I use the Suzuki 14181-18C00, they are more beefier.

What’s this about shimming the cams? I will check the exhaust gaskets but I will not be buying the Suzuki ones. At $12 a piece, vs the ones that are $12 for 4 of them off Z1. I do appreciate the effort to spend my money once again.   jk I do seriously appreciate everyone’s help.

Setting the valve lash. Maybe shimming the cams wasn’t a good term.

Welp, sorry for wasting everyone’s time. The noise was coming out of the covers for the emissions system. The set screws were installed so I’m not completely sure as to why it was happening but as soon as I covered the Ports so the my fingers, the noise went away. I have been putting off getting a hose to connect the covers as I didn’t see a point as set screws were installed and therefore they were for decoration only. Sorry for wasting everyone’s time.
