Very hard to pass judgement by the pic and fitting 650 buckets etc is no big deal and a common mod when using hairy cams as long as they used the matching retainers etc (although you would usually do the whole lot  )

Here's a couple of thoughts on possible causes/bodges.

1. It's a shim over bucket that has had the shim recess filled with a filler material and ground back - weld etc (rather that buy a shim) to get it to run for a quick sale.

2. 650/J style bucket that has serious wear through the hardening.
The cam lobe does not run right up to the edge of the bucket and the buckets rotate during use so this would result an un worn portion round the edge that could mimic a shim over bucket appearance from a distance.

I really think its a Shim On Top that spit a shim and then hopped around but didnt leave its bore. It was chewed on by the worm gear for the tack or the lobe hammered on it. Look at the closest teeth / gears of the tach drive to the bucket....they are shinny while the others are black??????? Rem that the top of the bucket had extra distance to travel due to shim missing...what like a 2 to 3 mm travel....its pretty clear to me with all the maring and markings on the outer collar it had some help getting there.

My .02
Bottom Line, Remove the cams as the bucket is toast regardless of what it is..
Pull out the bucket and the guessing is over. The motor is unservicesable as is so nothing to lose by digging into it so you will know what the damage is and start the healing process. I would also pull the oil pan and cleanout the debris and check the oil pump. Time for a rebuild :S :S :S
Wishing you good luck and minimal damage to the bike and your wallet.

i have spit a shim out.

they go out the side of the head and valve cover,a long ways, out beside the road, across the railroad tracks.

hope your knee isn't in front of it when it goes.

that does not look like a shim on top that has lost a shim.

that looks like a shim on bottom with wear marks.

how does the clearance measure?

Still dont make since why someone would have only one shim under bucket. Its too much work to change the retainers for just one bucket. I would make sure that it has the proper retainer. And make sure you get the proper bucket.
