 The descriptor "strange" does not compute.
Describe what is happening in order of what you do.

when im in neutral and on bike...when i kick it it is very easy to kick with like little resistance and it seems not to move the pistons thru rotation nearly enough...if that makes sence...
like 1 full kick barely gets the bike to turn over....it feels as strange as it sounds discribing it to yall...
Ima pop start it down my local church parkin lot on friday or sat. I just ordered a starter off ebay and will install that when it comes in...till then its down the hill time..
thanx

In event clutch is failing to fully engage with lever not being squeezed, could mean clutch is "slipping" which might be resolved by a simple push-rod adjustment.

Don't squeeze the clutch lever when using the kick starter.
The clutch lever is of course located on the left side of the handlebar. It works the clutch cable that enters the sprocket cover.
The clutch push-rod adjustment is accessed through a removable panel on the sprocket cover. If the prescribed gap isn't set, it may be too tight and thereby preventing full clutch engagement which causes the clutch to slip even when the clutch lever isn't being squeezed.

is the adjustment in the manual?....
Yes, it's a routine maintenance item.
Assure having some "slop" in the cable.
Removing the access plate should reveal the adjustment screw and locknut.
First, slightly loosen the locknut.
The hidden end of the screw interfaces with the pushrod.
The basic idea is to lightly seat the screw against the pushrod, then back the screw 1/4 turn away from the pushrod, to thereby provide a small gap between end of screw and pushrod.
Here's a possible snag ---
The screw is part of an actuator assembly.
On some designs (screw-type), the screw turns clockwise to seat before turning counter-clockwise to provide the gap.
On other designs (ball and ramp), the screw turns counter-clockwise to seat before turning clockwise to provide the gap.
Will now speculate that the bike at hand has the ball and ramp style, whereby the screw turns counter-clockwise to seat before turning clockwise to provide the gap. But I might be wrong. So if it doesn't work that way, adjust it the other way.
Remember to snug the locknut before finishing. Just snug is plenty tight enough.
Lastly, reduce "slop" in the cable to produce desired amount of free play in the lever at the perch.
