Is it possible to lower jetnidle with carbs in the bike vm26?

Just discovered something strange .I have been tuning the mixturescrews last days/weeks and bike runs good ,but also sot the plugs after using choke at startups.Then when riding it harder with high revs it clears off the sot. Today i was going to sync the carbs and dicovered that when pulled off the rubber boot on the sync tubes fuel dribled out.That cant be right?? the fuel level was checked with clear tube and also tested the floatvalves for leaks this winter they dont leak or overflow the bowls even under a little pressure. The carbs was totally rebuildt this winter and all o-rings was replaced and new viton bowl gaskets. The plugs also sotted down back in august/sept when i just have bought the bike So this must be the jetneedle sitting to high. Is it possible to adjust the jet needle when carbs are in the bike? 
and i forgot to mention that the bike was standing in a tilted forward angle when i pulled off the synk rubber boots with the engine running .Also discovered that sometimes riding steep downhill i get a little popp bacfire so its getting to much fuel downhill

Yes you might be right.I saw a little depress in the plunger rubbers ,but the rubber was soft and i made the spring a little longer so thinking that it would not be a problem when choke is shut. I replaced the O-rings. Im still thinking the jet needle is sitting to high and the vacuum is drawing fuel up
the jets when at idle.

only thing i did not chech was the position of the needle clips .the jets are 115 main and 17,5 pilot

As I recall, the sync tubes are on the bottom of the boots.  Given that, it's normal for some fuel to collect in the tubes.

Many of the carbs that I do,  the pilot jet opening is so small the only thing I have found to clean them with is a single strand from a bicycle brake cable.... some time in ultrasonic also helps

To answer, yes you could change jet needle clip on the bike. The slide shaft will need to be pulled to access the needle. This would truly be a difficult task still on the bike. 

As an FYI, those are fuel pilot screws. Meaning not the correct carbs for your A4. Good carbs but just so your aware those are 1977 Kz1000 and newer used on several models.

Fuel collecting in the sync cap is totally normal and correct. 
Fuel is carried to the cylinder in a vaporised form mixed into air. When you stop the engine the intake rubber is still full of fuel vapour ready to be taken into the cylinder as the next cycle charge. 
When you stop the engine that vapour condenses on the rubber inlet walls and runs down to the lowest point, the vac sync port, and fills the plug. 
If the plug is removed shortly after stopping the engine it will have fuel in it, if not then that fuel will evoporate and the caps will be dry when removed.  No amount of messing with the carb settings will change this.

Assuming your plug colour and engine performance is good your fretting over correct and normal operation.
