maybe a snap ring is to be on end of the brass colored piece which could make the little steel u shaped piece straighter?

Should the little spring be on the outside of that bracket and helping to hold it in?

No, the spring is on the right place and prevent the choke plungers to pull with to much force and compensate
pulling tolerances between all 4 plungers.
It could be in the eye of the beholder.
If i focus accurate the lever thats hold the plunger is a little bent to the outside.
Have you check the movement of all 4 plungers are sync?
If not, carb #1 runs a little to fat because the plunger is not fully closed.

my mods to the choke lever have stopped the popping back out a bit action...but the run on or not snapping back is still occuring...the throttle cable apprears as loose as I can get it and not bound up anywhere, and i can bring it rite back down to idle with the clutch n gear action, drag it down so to speak...easily enuf...

Unless you plan to spend a fortune having the dealer perform everything, including routine maintenance, on your bike I respectfully suggest you consider learning how to maintain the bike yourself. I'm not talking about really oddball, complex stuff. I'm talking about routine tasks such as changing the oil. performing tune-ups (including syncing carbs). etc.

The Kawasaki Service Manual describes in detail how and when to do all these things and more. It is worth its weight in gold. The tools you need to sync the carbs will cost less than the dealer would charge to perform that very simple task, and in fact the $150 price reduction on the bike should cover the cost of the tools.
