See if the float bowls do the same.

Obvious but if it works on res and not on on, your fuel level in the tank is low on reserve and fuel won't flow in the on position just like if your riding and your tank hits reserve. R

Is it a see-through filter with a paper element? Those are not for gravity feed systems. They simply stop flowing, even when perfectly clean. They might work for a few hours or days, but eventually stop, or just trickle.

This video shows the filter not flowing until I presuurize the tank. Then it flows. That filter is designed for cars with a fuel pump.

Yeah I have a paper fillter, so I'm guessing I will have to change that asap!!

You can get one at your local bike/dirt bike shop. Even a lawn mower shop.

Okay so I changed the filter and it pulls the gas right through now, I left the bike running for a good 10 minutes got it all warmed up. But once I twist the throttle the rpm's start to climb and stays at 5. Do I fix that problem with adjusting the throttle cables ??

Maybe, but it is as likely to be an air leak between the manifolds and the head, or between the carbs and manifolds.
