kz400 2 into 1 carb help

ok so I did the 2 into 1 carb conversion on my 76 kz 400.
I put a new mikuni vm34 carb with an 11th hr industries manifold.
the carb has a 25 pilot jet and 150 main.
my problem is when it is at idle and I crack the throttle it revs high and stays there.
the slide is returning all the way closed.
It runs the best at idle with the needle clip all the way at the top.
I have checked for intake and cab leaks there are non.
my question is will it act this way if it is still running too rich?
I forgot to mention I can't get the idle to come down lower than about 1300 rpm

This usually is from len condition. While you've tested for vacuum leaks, this is one of the first suspects, as it makes it lean and supplies the Air the engine wants. So when you have this hooked up, is there a Air Filter? If so what kind? How far is the slide open to achieve Idle? How many turns open from lightly seated are your idle Mix Air Screws? Pictures of the install would help.

It is definetly running a little rich yet plugs get sooted black.
it doesn't matter where the air screw is it still revs high when you hit the throttle but 1-1/2 to 2 turns out.
it starts and idles with the slide all the way seated.
no air filter on right now.

Slide all the way seated and it runs? Must be getting Air somewhere for that to happen. It should stall the motor if the slide is closed.

the slide on this carb does not close all the way.
even when it seats all the way there is about 1/4 inch opening.

Thats Normal on the Air filter side of a VM carb. Its called the Slide Cutaway. Has to do with the signal on the low end 1/4 throttle or so. More cutaway, leaner, less richer.
The engine side is what you want to know, is it closed?
by the way where is your air filter, as it will help with running. You need to tune with a filter in place.
is that carb sold with the manifold as a kit?

when I changed carbs from a keihin pj to this one the filter is to big.
I have to order a new one.
if I turn the idle screw until the slide comes unseated it makes the idle even higher.
can't figure out why it won't run lower than 1300 rpm at idle.

Are you sure its not leaking air, as the blue gaskets and the studs at the head connection looks funny in your photo. What did you check with?

I sprayed carb cleaner around the intake at the head and where the carb attaches to the intake.
no revving or change in how it runs.
