Definitely have slack in the throttle cable, when the slide is closed?

I adjusted the cable to where it just starts to lift the slide and then I backed it off just a hair.

For the first set up, give it More slack. Turn the Adjuster on the carb top in a about 3 more turns, to insure good slack. Then retry the Idle Speed screw adjustment, see if the slide will lower anymore.

ok... I have to Waite awhile I am not at home if not then what?
that still doesn't explain why it revs so high and stays there.
do you have any other ideas for that situation?

First you have to be sure the slide is closing, completely. You seem positive that you have No Vacuum leaks. You say the plugs are Black with soot? You should check a few more things. First the Spark Quality, and the ignition timing. Compression test is another, with valve clearance check. Even though its a new carb, you should still check the fuel level in the bowl, with the Clear Tube Test. Wet fuel height is very important to how a carb works.
So was this a replacement carb, and not something for the application? More like a universal carb, for a dirt bike?

the bike only has 1300 original miles on it.
compression is good...it starts and runs great at idle.
accept for the high idle and high rev off idle.

Is this used as received, or re-jetted for your Bike application? Are you following advice from another person who has this same set up/ carb on a 400 or 440?
Read this thread, down towards the bottom is the Jetting he is using.

yes he suggested I start with the 25 pilot and 150 main since I have a 400 instead of the 440.

With the same carb/ other jetting he has? Or is there other differences?
I would think the two 400 and 440 would run on the same jets, maybe not optimal but run fine.

I have a 27.5 and 30 pilot jet I have not tried.
but since the plugs show rich I wouldn't think I need to go up
