Check to see if the choke is engaging all the way, maybe it is stuck. the lever will close while the choke inside the carburetor is still open, one way spring loaded something or another.

Also had the problem on my kiehin 34x4 cvc's where the slides got stuck due to the needle jet getting stuck in the thing where the main jet screws into because it was bent. I unscrewed it and heated it with my mini jet butane torch then bent it with pliers, kinda worked but i should replace them. :) I guess it would be called the "Needle Jet Holder" in the parts diagram. note to self:

pull the spark plugs n see if they are wet, that means you're getting gas to the plugs, still not firing , check to see if the plugs are firing by lying one of the plug next to spark plug hole and if its firing you should see a spark...Note: If the plugs are all black with soot, you need to clean or replace them..

Yes. As mentioned above, they operate other things like the petcock and smog equipment. If they are not in place and leak-free, they can cause great grief as the open vacuum ports will introduce a great deal of air into the mixture, making it VERY lean.
