So your running cv carbs without the velocity stacks??? If that is the case, get the boots on and the box sealed up properly and your problem should go away.

If this means the bike is being ridden without the airbox hoses in position between the carbs and airbox, with outside air entering directly into carb intake, performance would be expected to suffer.

On the other hand, if speaking only about carb float bowl vent hoses not being connected to air box, would not expect a performance issue from just that.

Check the spark advancer make sure it moves freely and is lubed. When it is not working correctly you will have issues like the one you are having.
