I think he means blocked off to insure sufficient flow to the turbo.

What if the lines are too long ? Like I kinda wanna put the cooler in front of the buggy but wondering if that's too long of a distance to run a line. ? Or I can run it over the top which is a lot shorter . Any inputs?

Ideally you want as short a run as possible but if you want the cooler up front then run the lines as low as possible ( along the floor etc ).
That way oil will sit in the pipes and not syphon back into the sump.
You will gain extra oil capacity and the oil will circulate quicker from cold as the pump won't be spending the first few seconds filling up the pipes.

So seems like the best thing is to have the oil not go back into the sump.... If I did run it a longer distance do I have to worry about it taking too long to run from motor to cooler and cooler back to motor? Also the longer my lines the more oil I'll need correct ? Like a little more then if I was to go the regular throw of mounting the cooler

You don't want a long run of empty pipe to fill with oil every time you start the motor.
If the pipes are mostly full at rest then it doesn't matter how long they are (within reason), you will still get oil back to the motor in more or less the same time.
And YES! the longer the lines the more oil capacity you will have but ONLY if that extra oil is sat in the lines and cooler at rest.
You must not have the oil level higher than the upper level in the sight glass with the engine cold.
any higher and it will blow it out the breather etc.
Here's a pic of my Z900 café.
You can see the cooler on the front with the fittings at the top.
Only the lines can syphon back to the sump ( and probably only the return line ) whilst the cooler remains full.
The Zeds oil pump is high flow but low pressure as std and circulates the oil in the lines almost instantly on start up.
If you are worried about having the lines too long or routed incorrectly you could mount the cooler above the engine , behind or to the side of your head or seat.
To be honest , I have had these engines stinking hot after many miles of thrashing and never done them any harm and maybe some air scoops would be of more use than a cooler if the engine is sat outside of the air stream.

Thank you for your help and great looking bike really like it excellent work .... I am gonna do the oil cooler above my head and near the top area of my machine just was curious about everything it's good to know ..I have a perfect spot for it. Thanks!
