I wouldn't trust they used a torque wrench at all.

When I was a diesel mechanic I used to wipe off any and all crap like that, even in the engine compartment.

I always told the owner to wash the bike before I would work on it. If not I'd charge $40 to spray Gunk on it and let it dry for 24 hours. If he didn't like that, I'd send him on his way. :whistle:
If I bought parts and they came to me dirty, I'd file a NOT AS DESCRIBED claim and let the seller pay for return shipping.
I always washed the bikes I worked on before giving it back to the owners. Just good business.
