Don’t be to quick to right them off. The internals look ok. The Schmutz on the outside should clean off. The worst I see is the adjuster cap. Im sure you can buy a replacement.

correct for an early ‘76. Engine numbers started at 86001.

Very solid. Just FYI, it has Z1A-B carbs. 
Nice find indeed, I find it odd that it has early VM28's on it with it showing such low miles. Would be interesting to see the engine ID#.

Installing the 28s was considered a performance upgrade at the time, at least by the kids I ran around with.

In my hood too Mike. My first 900 was a ‘76 LTD with a 1045 kit, and VM28SC carbs.

The slides look good, which is important. The rest just needs a good cleaning.
If the VM28’s were considered a performance upgrade, what was on there originally?

VM26SS with air pilot screws. They also had a stiffener plate attached to the top chamber caps.

    The stock carbs were VM26SS, which I think were among the best ever installed on a Kawasaki.  Some people said the top end wasn't quite as good as with the 28's.  But the 28's are harder to synchronize...much harder.  I have the '76 version on my 1980 KZ1000 LTD.  I love them.

    I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

    Here they are after pine sol soak, dawn and hot water, mineral spirit bath then blown out with compressed air. All brass soaked in Berryman dip.

    You should split the carbs.  The small rubber coated fuel Tee's are almost sure to be cracked and need replacing.
