Hey, that shop you are working at looks familiar... it is biker boyz, formally Motorcycle City I think?

What adjustments should I make to the new carb I got?
You use the word "carb" as in singular or one carb. The 83 spectre would have come with a rack of 4 carbs. If you have a rebuilt set then you would need to make sure they are least jetted for a Spectre and any further changes you make will depend on if you exhaust is not original or if you are using single pod air filters or the stock airbox.

What fluids, bushings, etc should I look over and replace, from sitting so long?
You should change the oil the brake fluid front and rear and rinse out the gas tank and if not rusty fill with fresh gas. Lube the cables.
You should check wheels for free play (bearings). Check swingarm for free play (bushings). Check chain and sprockets and generally give the bike a thorough going over. One or both of the manuals suggested should give you list of things to do.

It probably wont be exact for the Spectre but most items will be ok for .you. Check it out to see if it has a supplement for the Spectre. You will need this for the carb jetting. See if there is a section in it for routine maintenance. I also find that the Haynes is useful.

Thanks. Yeah pinning it was definitely a great idea, helped make sure everything was in alignment when I welded it, and should make a big difference in long-term strength. I made sure the welder was cranked up enough to fuse together both layers of pipe, so it shouldn't cause any problems, but since all four joints are out in the open, I will be able to keep an eye on them when I start riding, make sure no cracks appear.

I'll be getting the steering bearings pulled out and the rubber grommets taken off, then I need to clean up the swingarm and a pair of rims, and I should probably go ahead and pull the lower tubes from the front forks... All of those parts will be getting powder-coated (probably satin black). The rest I'll be doing myself with rattle-can, but I figure these parts will have the most exposure to road debris.

Haven't posted in quite a while...haven't had much time to work on the bike, but I'm getting close to mounting the GS swingarm. I decided to polish it and have replaced the shock bushings, bearings, spacers and even the end caps. Should be like new.

I tried to mount it in the fame tonight and I was surprised to see that I'm going to need 10mm to 11mm of spacers on the pivot axle. I thought it was much less from what I had read but that isn't the case with mine. I'm also disappointed to see that I'm going to need to modify my rear brake pedal and my inner fender. I though this was an easy bolt-on mod....guess nothing ever is, really.

The GSXR750 arm is 52,5cm long, forward adjuster position, i do not have a pivot measure but could take one on Sunday. Are you measuring with the dust caps in place ?

Gave up on the GPZ750 arm when I couldn't find a chain guard for them. Figured I'd keep looking. Right now I'm waiting back for length on a GSRX750 arm and for the ZRX1100 arm.

Edited the first post to have the useful information in it.

Sounds like you miss the place, and as for bike gangs, anyone bar the ladies knitting club meeting on scooters is considered a bikie gang and can be arrested on the spot. Knowing our cops kids on tricycles aren't safe BUT its ok because they are the LAW.
You are right about the Harley numbers in Perth theres thousands of these things.
When the clubs go over from the east, the copers out numbered the riders.

The oil cooled Gsxr swingarms can be made to fit quite easily and the 750's arm won't lengthen the bike too much if at all. If you want to keep the twin shocks then it'll just be a matter of welding on some shock mounts which I believe Z1Enterprises can get.
