No it will not help. In 81 Kawasaki went to CV carbs. You have VN stile carbs not BS carbs which are in the book you have.

Not sure what good it will do, but here's the fsm supplement for your bike:
KAWASAKI KZ1000 LTD B3 SERVICE MANUAL SUPPLEMENT
And I don't know if it's needed if you get the correct FSM.

Pull the spacer out of the sprocket side and post a picture. I have a suspicion that the idiot took the #13 spacer (IN Diagram) and put it on the outside instead on the inside. Than he did not place any spacer on the inside and ignored the original outside spacer #4 all together. If this is true than most likely when you removed the wheel, the swing arm "snapped" together. The wheel did not just slide out. If this in fact is the condition the mechanic created, I would sue the shop because he could have killed you. By not putting the spacer on the inside, you could not properly tighten down the rear axle, and the rear bearing due to the excessive lateral pressure on it would have eventually overheated and seized.

I agree it looks like #13 on the outside and #4 is probably missing. Putting #13 on the outside though I would think would make the spacers add up to too wide to fit in the swingarm space I would think. What a mess. By all odds it probably was already assembled wrong when you brought it in, but no way to know.
321,000 miles on KZ's that I can remember. Not going to see any more.

Even if that was true, any professional shop that makes their living at doing this, should catch that mistake, before they put a dangerous vehicle on the road. Mimicking someone else's mistake is no excuse. This is why someone who makes no pretenses at being an expert takes it into a professional to repair. My dad won $50,000 from Ford back in 1983 for almost the same thing. A dealer overtightened a wheel bearing and my dads wheel fell off in the middle of the express way. The wheel seized up and sheared off the axle. This was on a Grand Marques Wagon.
Now- The spacer on the brake side is the correct one. You can put a wider spacer on the sprocket side, the swingarm will flex enough to stuff it in there.

Can you snap a picture of all the spacers you DO have for the rear wheel? What is the Diameter of your axle? I may have one from my CSR wheel.
