im horrible at electrical so i still dont really understand. if it reads around 20 then im good? i need laymens terms. lol

It should read somewhere around 12v - that means it's get electricity to the light.

since the front lights need dual fitment bulbs, and the lights i bought are single fitment, if i change the bulb in the front signals to dual fitment bulbs would that solve my problem?

If they are coming on but not blinking, the fault is most likely with the blinker unit, blink unit wiring or the bulb type/bulb combo.

On these bikes the positive feed goes through the ignition switch, to the blink switch/hazard switch (splits into two paths here), to the appropriate flasher (left/right is one flasher, hazards is another) unit, (split combines again) to the bulb, to the frame/common ground.

Is the bulb always on with the ignition switch? Does it only come on when you flip the turn signal switch to left/right? Did you replace the flasher for the hazards/is the hazard switch on?

If all four bulbs are coming on then the wiring is not right and you'll have to trace the path in that fashion.

Can you be a little clearer with the symptoms maybe?

What exactly is it doing? Single filament bulbs in the dual filament sockets may be causing the "always-on" filament to be lit only.

Are the rear bulbs blinking?

This really sounds like the issue - the flasher should not have a constant hot wire. It should only go on when the hazard switch is enabled (on the hazard flasher) or the turn signal switch is enabled (on the turn signal flasher).

Where is the other wire you have at the front going?

Are the rear blinkers dual filament also? If so, that's not a ground wire, but the constant-on wire.

heres the problem that i am haveing. all four blinkers on, all the time. the turn signal light indicators are lighted all the time. when i use the switch the to use a turn signal, nothing happens at all..NOTHING

Stop troubleshooting the blinking issue. Your real issue is that you have all four on with ignition. Should not be happening. Get the right bulbs and find out why they are all on all the time - that hot wire at the blinker unit is likely the culprit.

so non of the turn signal lights should be on with the ignition on? with the ignition on should any of the signal lights be on?

If it's the same as the other bikes, only the constant-on filament on the front blinkers should be on. And that's only if you have the dual filament bulbs in them. If not, then no lights should be on with ignition.
