26mm carb question

Hello Guys,
I am restoring a 78 KZ1000 A2. I have cleaned the carbs and all looks good. I am wondering what the outer 2 circled ports are for. The middle one with the hose came off the vacuum petcock side. What should I do with the 2 open ports?

Those are vents. Not sure of the center one.
