How old is the battery, and is it fully charged? The 1977 KZ650 will not run if the battery is not good. Ed

Did you break down the carbs, removing all the jets, and soak everything in carb dip to make sure all the passages are open?

It looks like you have you have installed the float,( it regulate the fuel level in the bowl), upside down.
IF you never do a carb rebuild this could be possible. If you do so, your fuel level will be very low.
Open the carb bowls and check the right position of the float!!!!

Remove the bowls and verify the correct position of the floats and fuel level in the bowls.
"I do believe they are all correct in positions" is no knowledge, you have to confirm.

The screws you mentioned are fuel mix screws. Air mix screws are on the carb body side. Some vm 22's and 24's had just fuel screws , some had just air screws and some had both.
