Some carbs have the air mixture screw at the bottom of the bowl or on the side of the carb body

In your picture, the tube by your finger, is that tube closed off or open right through to the carb throat? Try spraying carb cleaner into the tube whilst looking into the carb throat. If you see the liquid squirt into the throat you have both fuèl and air (on the side) screw carbs. If you cant see the liquid squirt into the throat you have the airscrew only type.
This second type are much easier to set up.
Determine which you have is the first step.
The tall brass tube sticking up to the right of your finger is the choke pick up tube. It has a tiny hole in the end of it where the choke fuel is picked up. You need to ensure it isnt blocked or your choke system wont work

Are you using any time of air filter when you try to start it? If not then is will be way lean.

When cleaning the carb with pressurized canned spray cleaner, you're supposed to be able to see cleaner spray coming out of orifice #6 into the carb bore.
The orifice #6 is rather small and sometimes difficult to clean.
Study the above diagram to see exactly how to force the cleaner through the orifice #6.
If the spray can't get through orifice #6 into the carb bore, then fuel mixture can't either. And with no fuel mixture entering the bore, there's no fuel mixture to be sucked through the intake port into the cylinder.
Starter fluid spray goes through the carb bore without having to pass through orifice #6.
Good Fortune!
