A perfectly performing petcock won't cure a defect within the carb.
A perfectly performing carb won't leak and won't overflow and will keep it's fuel level within specs without even needing a petcock at all.

Like Nessism says the hole should not go the whole way through. If you have a can or compressed air for cleaning a computer keyboard jam it in the hole and pull the trigger and see if air goes through. Just tried it on mine and they are solid
