Have the manual in PDF form.

Anyone know how this sentence about the tab on the float should end?

Probably something like ... lowers the fuel level in the float fuel bowl.
Bending the tab away from the needle will raise the fuel level in the bowl.

Here's a better version of the 750-4 manual. It's scanned very good & has a yellow/gold cover w color wiring diagrams.

PS: instead of bending the tangs, I would flex them x number of times. using a screwdriver to push on the tang & with the float bracket supported so that it wouldn't get mangled.

Be careful not to bend them too much. Bend the float arms then the tang for fine adjustment. Too much and the needle will cock sideways and not seal.

The fuel level is supposed to be 2-4mm below the gasket surface. Bend the little float tang until you achieve that level. I use a small screwdriver to bend the tang. When you work on the carbs upside down on the workbench the tang should be bend down by a small amount (5-10* down or so).

I'd start by setting the float height. Be careful to check to see if the weight of the float is compressing the needle though, and if it is you need to hold up the float before measuring. To measure you need to remove the gasket and measure to the carb surface as shown
