I would remove the fuel cap & spray it with carb cleaner or something like that. do so in a white bucket to see if there was any crud. The fuel cap mount has o-rings & nylon washers, so don't damage or loose that stuff. I'm assuming he has the late style rectangular fuel cap. Also, you might want to remove the large cap o-ring before spraying the solvent.

This is my gas cap. Which part of it is the actual vent? Is it the piece with the red rubber diaphragm? Is the vacuum the reason I'm getting gas in the key hole which sometimes (rarely) spills out of it?

It's a one way valve. Can you take it apart and clean it out more?

I tried prying the brown plastic cylinder out but it's not moving well it's moving but I'm reluctant to apply more force as more often than not I end up breaking stuff. The red rubber cover also seems to be impossible to pull out without breaking the stem that's inserted into the brown frame. I could lift it and spray into it if you think that's going to help.

On the second try I was able to get it out. What would I clean that with?

Carb spray. Looks like it was stuck. It's supposed to move freely.
