The pilot jet has to be tight.

Okay,I figured it out,it just gets screwed in fully.Pulled the jet and sprayed it out good.it now flows freely.Put it all back together but I'll put the carbs back on the bike tomorrow, its too dark to fuck with it tonight.Tried to spray out all the passages according to Pattons illustration, but I really needed another hand to block off some of the passages, but there was flow thru everything. Thanks guys, big help.I'll report back tomorrow when I put them back on.

Could also remove the #1 pilot air screw, block #2 air inlet and #4 pilot jet, then spray into the now open #1 hole, and watch for spray to exit into the carb bore.
The idea is to assure a clean and clear pilot circuit.
Here's an illustration showing this and what to be looking for:

Could leave #1 pilot air screw in position (say 2 turns counter-clockwise from lightly seated) block #4 pilot jet, then spray into #2, and watch for spray to exit into the carb bore.

Thanks,Patton.I think I got it clear.Problem blocking multiple ports at once is that I could only get a pinkie in at #4 without pulling the floats.I blocked what I could and sprayed into different ports and cleaner was flowing well to all openings.Gonna open the bowl and do it again before I put the carbs back on just to be sure.

Put the carbs back on (for the last time I hope) all is right now. When I pulled the pilot jet it looked like there was some king of goop clogging it,took a couple sprays to clear it.All cyls firing now, rode the bike for a couple hrs and checked the plugs,1 & 4 are slightly darker than 2 & 3,but all look good. Thanks to all who replied, big help.
