I never screwed up carburetors! Cold start system.

I cleaned/adjusted carbs, how could I screw up cold start system?
"Choke" doesn't work, engine runs perfect when warmed up.
Very hard to start when it is cold.
I was in gym for about one hour. I tried to start w/o choke, it didn't start. I moved lever up, it didn't start.
Finally I sprayed gas 3 times with accelerator pump and it started.
??????
I am pretty sure it is start system problem. Plungers seem OK from outside, and they looked good when I took carbs apart, I didn't notice anything wrong with starting system.
Any ideas?

There's a tiny hole at the bottom of the tube that goes down inside a shaft in the bowls. My 33's have two. One at the bottom of the tube and a jet at the passage leading to the shaft.
