With the tank off the bike and turned to on nothing drains out, when I switch prime it free drains. When I put it on the bike on on position petrol just drains out. I presume petcock needs to be rebuilt? Do the carbs need a rebuild too?

This is correct. With the petcock set to ON, try putting a piece of vacuum hose on the petcock vacuum port and drawing a vacuum. Fuel should flow and stop as soon as the vacuum is released
Where is the fuel draining out? Of the carbs? If so, your float needles are not working so it's carb rebuild time.
