Petcock issue was created by Bama704
My petcock is only flowing from one side, so I have to turn to off position, and back to on position then it will flow out other outlet. It is clean as I just cleaned it and tested it out, same thing happens. Should I just put 2 "T" or "Y" connectors on it and run to both fuel outlets on the carbs? Am I missing something?

I have a 77 kz900 with late model 28mm carbs.

That looks like the early style petcock. Did you disassemble it to clean it? If you removed the shaft, there's a rubber sleeve between the shaft and petcock body with holes in it. The sleeve holes have to be aligned with the shaft/body holes to get proper fuel flow. You may have rotated the sleeve, blocking one of the ports.

Not sure I understand what you mean, what shaft are you referring to? The one that goes into the gas tank?

If you remove the Phillips head screw on the underside, the handle/shaft can be removed from the petcock body. The petcock is really just a simple ball valve. Fuel flows thru a hole in the shaft in the open position. From your description, My guess is that your rubber sleeve may be torn. One of the ports is being blocked by a flap of the rubber. When you rotate it past, and then back, the flap is rotated back clearing the port opening. Once you open it up, the problem should be obvious. There's something blocking the hole.

Ok, I understand now. I did remove the screw, but did not look to hard at the rubber ring. I will take apart once I get home and see if that is the issue. Thanks.

Take a screw driver and rotate it 180 deg. to the same position but in reverse. There is no rubber seal in it. You just have it in wrong.

Correct, can not be reversed.

What should I do to fix this?

You do have it reversed. Reserve is the short tube. The lever should be in the up position. The valve hole should be at the reserve port. I'll try to dig up my old one to show you if needed.

I know it can be confusing. Just try it one way and the other. It looks like you have the early style so it can go ether way. My grandchildren came for a visit so I through everything in boxes. I need to dig it out anyway, my new one won't shut off completely. Problem is it's aftermarket so the parts are slightly different.
