Your Canadian model shouldn't have anywhere near that many hoses and crap - the bike didn't have the CAS system on it when new.
I can only say what I've seen on the Canadian '83 GPz750's - Two hoses on the petcock - big one is fuel out to center / back of carbs - you must have that one on right or the bike wouldn't run. The smaller hose is vacuum for the petcock - gets attached to carb #2 or 3 synchronization vacuum port at front of carb 2 or 3, although I extend those to attach to carb #4 because it is easier to get to. Yhe other three must be plugged / capped. Crankcase vent hose from crank breather to main body of the air box, below carbs. Carb bowl vent hoses (2) between carbs 1 - 2 and 3 - 4 routed over carbs, then down between carbs and air box, then down between back of engine and swing arm.

I've got all of the vacuum leaks plugged up and I've narrowed the problem (maybe) to the petcock. I cleaned out and tested the petcock. When I suck the nipple, the diaphragm retracts as it should. Then I put it back together. I prime the bike and it starts. The engine dies if left on "on". The engine comes back to life when I move the petcock to primer and then idles when set halfway between on and primer. But running really rich.
Rebuild the petcock?

How does it run when set to RES? If ok, the problem may be that the fuel level in the tank is too low for the ON position to pick up.

Are you sure that the vacuum line from the petcock is hooked up to a vacuum port on one of the carbs and not to a bowl vent?

the bike might be in canada but it has california emissons. check the diagram that texaskz put up.check page 408 in the manual

I feel like I'm sooo close to a breakthru. Sorry, I meant California when I said CA. I've set the fuel separator on the bench and not using the canister (California emissions). On reserve its the same thing; engine starts to idle at 3-4k rpms and then jumps to 7k and scares the kids and neighbors. I also put the central throttle screw to about 1/16th on. There is only a quart of fuel in tank and when on reserve and engine off the carbs overflow.

Overflow with engine off is a sign that the petcock and the float valve are not closing.
Normally when doing initial synchronization, yhe idle adjustment screw is set near the middle of its range. If you've been running the engine with the adjustment screw near the end of its range, you may nit be able to set the idle once the other problems are sorted out.
