Ir you have the missing piece, a skilled welder could reattach it. Otherwise, some JB Weld, sand paper, files and patience could probable make a workable repair. As for the crud, I'd bet that a sonic cleaner would remove most or all of it. A long soak in some quality carb cleaner and some careful work with some brass brushes might work as well.

By the time you are done with everything on these you will be much better off to replace them with the right Mikuni BS34s and be done with it. These dual butterfly Keihins wer junk anyway.
