I adjusted the valve clearances to spec as per the FSM, there were a couple that were tight, they are all within spec now.

Maybe I missed where you checked the cam timing? Valve timing a tooth off will give low compression readings.
My 1100 Spectre would not run on all cylinders when I got it, ONE of the many problems was a set of new coils and one of those coils had a dead output.

Checking the cam timing is my next move....... I've been trying to avoid taking the top of the engine apart if at all possible.

So, I took the rocker cover off to check the timing, and everything appears to be good as per the factory service manual. the arrow is lined up with the surface the rocker cover mates to, the mechanical advance timing mark "T" is on the timing mark and the piston is at top dead center. Anything I'm missing here?

I'm thinking it's got to be an electrical problem? or maybe the compression is too low and the engine needs a rebuild? what do you guys think?

I definitely would check out everything at least twice before contemplating a rebuild. Problem could easily be electrical, ignition system, fuel delivery, etc., etc. Ed

Wouldn't effect starting but that advancer needs lube and attention. R

performed a cylinder leak down test. both cylinders are only losing about 10%. So, these results would indicate that the engine is good, really good................ now I'm really confused.

I would work toward getting it running before anything else. Doing a compression check on a cold motor that hasn't run in 8 years isn't really fair. I think your numbers are promising and would do the comprssion test in more favorable conditions.

Looking at the ignition box again it also looks like the electrode on the magnet is badly corroded too. That would effect starting and running. I'd clean it up lightly with emery cloth and clean and lube the advancer before trying to run it again. R

I'm doing the test's to try to figure out why it won't start. it has spark, the timing is correct as per the FSM, it appears to have compression and the cylinders don't seem to be leaking down any air. the bike won't fire AT ALL. even if I squirt gas directly into the cylinders. The carbs have been cleaned out TWICE. All I can think is, even thought I have pretty blue spark, it's still not hot enough, and is getting blown out under compression.
