Not sure if it is over revving because my tac bounces like nuts. I already remedied a clutch slipping issue with new clutch springs. This issue has it happened twice but the bike also seems to lag in acceleration. Gears are stock. This is my first bike so idk what a 650 should feel like when accelerating.

To a intermediate or novice rider, It should feel like a frickin' rocket ship.
It sounds more like fuel problems to me.... you say you have a manual?
There should be something in there about cleaning the fuel selector, screen carb's fuel level... etc.
Have you had a chance to trouble shoot any of that since your first posts here a few weeks ago?

Only things I've serviced are the clutch, and the timing. Fuel selector? Screen carbs?

There is a screen filter of sorts in your fuel shut off valve..... it could be clogged.
The fuel level in the carbs could be low due to a bad needle and seat... or, a fuel line could be clogged or kinked... etc.

You state "was riding it today in 5th gear I was letting the rpms climb higher and higher and all the sudden the power was gone then I let the throttle down a bit and it caught again."
That has nothing whatsoever to do with valve springs. Your clutch is slipping - no doubt about it.
Why do you keep using car oil if you have had problems with the clutch? You should be using oil that is JASO-MA compliant. Castol car oil is not. Take it from a guy who replaced the clutch in his KZ650 after using the new formula (years ago) Castrol 10W-40. If you keep using car oil you will continue to risk having clutch problems.
How did you adjust the clutch? Do you own a Kawasaki Service Manual for your KZ650? If not, what did you use as a guide regarding adjusting the clutch?
Tell what you did to "adjust the timing". Did you replace the points and condensers? What procedure did you use? Do you have a timing light and dwell meter? Replacing the points and condensers is part of normal maintenance, but it has nothing to do with the clutch slipping.
Your KZ650 should be very quick, but it will not be worth riding if it is not properly tuned and has a clutch that is properly adjusted and not slipping. Ed

The screen could maybe be clogged. I just take out the petcock? As far as the carbs go Idk. I really don't want to take them out again. Pain in the ass. I looked at them and there was no blocked needles.

Make sure the fuel cap is venting. Your carbs are nor getting proper fuel flow.

Keep it civil and at least abbreviate the F bombs. We understand your frustration. These are only opinions, not facts. Did you lose power or momentum. One could be fuel, the other could be clutch.

Why the smart remark? In your posting at www.kzrider.com/forum/2-engine/598843-sy...?limitstart=0#679746 you stated you are using "10W 40 castrol conventional oil." To me and maybe 99% of the people on this planet conventional oil would indicate automobile oil rather than motorcycle oil. If you meant non-synthetic you could have said dino oil,and if you meant motorcycle oil you could have said motorcycle oil.
Not to worry, I won't bother you with other questions or recommendations since you clearly have everything under control and don't wish to be bothered with replies to your questions. Enjoy your ride.
