Here is how I get them out: you use the 10mm cam cover bolts. Thread one all the way into the cap plug, but don't torque it hard. Then lay a piece of wood across the top of the head (I think I used a paint stir stick) and situate it so it is near the head of the bolt and about level with it. Then get an open end wrench and use it to pry under the head of the bolt in the cap plug using the wood piece for the fulcrum of the lever. That always works for me.
