I was wondering the same...
Is that primer (same as tail section) or is that rust on the header?

i will admit the header is in sad shape, but it is a Yoshimura pipe so i figured its worth saving, the pipes are solid with some pitting, i was planning on Jet Hot coating, but with a newborn dno if wife will let me spend that kinda money, might have to sandblast and hightemp paint for now, also the tank, fender, and rear tail section is primed, im going to fill in where the reflector and seat were on the tail piece

Och! Or try these guys:
www.airborncoatings.com/index3.html
I have friends who tried them after JetHot and said that these guys rock..and these guys are turbo-drag racers who are super-picky...their stuff came out beautifully, you can at least do a price comparison. Yes, an old-school Yosh is WAAAAY worth saving!
