It's been sitting in my garage for over 25 years! Got it running just banging my head against the wall trying to get carbs sorted out. Running good except won't idle or run at low RPM's. Guess I have to pull the carbs AGAIN and reclean the pilot areas.

Welcome to the site. Looks like an L3 or 4.
Love that style and colour. Have patience with the carb. You'll get there eventually. Guitar string or nylon bristle + compressed air might help.

After sitting so long rough running can be expected. Bear in mind the valve guide seals are probably hard and if not leaking, they soon will.

This tutorial was centered on the Suzuki version of the BS CV carbs, but the Kawasaki version is almost identical. Read through and you may get some tips.

Remember: short cuts are long cuts when it comes to carbs. Biting the bullet and tearing the carbs down and doing the job right will save time in the end (although most people don't believe it until they fail a couple three times). zeus.mtsac.edu/~cliff/storage/gs/Mikuni_...Rebuild_Tutorial.pdf

Great tutorial! Have 1 question. Do pilot screws need to be covered when done adjusting (after you have drilled & removed cover) and if so with what?

L3 is a great bike, you are lucky to find one. Check for vacuum leaks at manifolds. Thats common after sittng so long, and don't be surprised if it springs leaks at head and base gaskets when you start running it

1 other unrelated question. Under the gas tank where the fuel level sensor connects there is a hose outlet. I have nothing connected to it. Where should hose run? Can't find anything in the manual.
Thanks for all the info.

There is a leak catcher funnel cup around the sending unit. It's there in case the sending unit seal fails so the fuel doesn't dump on top of the hot engine. You should get a long piece of hose and route it down by the rear wheel, to the side so if it were to dump it wouldn't soak your rear tire.

Check your carb holders (boots) for vacuum leaks. High idle that can't be adjusted down is a classic symptom. I spray carb cleaner around the boots while it's running if the idle drops or it dies that's your issue.
