What kind of angle are we talking about here? The carbs on a friends 750 Ninja are made for the angle they are on. A slight angle shouldn't be a problem but a steep angle like on the Ninja would make the 29's un useable. Pics?

In the past Z1 ent also listed suggestions for jetting on vm29s as follows:

29mm smoothbores  Z1 / KZ900 / KZ1000 
 Main Jet  120

Having posted this I recall a post on wired george forum where he stated the following "If you are looking for a good laugh, find Sudco's VM29 jetting recommendations and try them out. HUGE main jets, HUGE pilot jets and the air screws cranked out way too far.  When I first started jetting 29s, I tried following these guidelines but guess what? hehe

The 29s are VERY VERY similar to the 76/77 KZ900A/B VM26s... same needle jet size, same jet needle size, same slide cut out and the main and pilot jets should be REAL close.  The 76/77 VM26 was a bit too rich when back in the good ol' days, the EPA didn't notice.  Those carbs will allow a bike to start with little or no choke and you can change to most any pipe without a flat spot.   

Air screws on 29s don't behave the same way as on other VM series carbs because of the hole in the screw towards the tip.  1/8 turn out is about right for #17 pilot jets. If you are not fouling plugs then you are not too rich... (pilot circuit)"

I can't say thanks enough to everyone here taking time out of their life to help others. SO forever grateful for everyone getting together and helping solve the world's problems. Great work guys!
that being said, I did put new valves, springs and had a hell of a time ggetting correct bucket shims. Had all set to around .005". Due to bearing oil clearance and cam lobe positions it is hard to get it spot on as it changes during cam rotation. Going off the factory cv carbs it did run pretty darn good. 
I put a set of 15 pilots in today and after warm up it seems to like around ¼ turn out and no more. It does maintain a idle for the most part. After road test I found about ⅛ throttle it seems to kinda hesitate and somewhat sputter but any higher throttle she acts right. 
should I try some 12.5 pilots?   Plugs are still black as night. Any more than ¼ out on air screws starts stumbling

I agree with with you about how they look Steve, but it's the air box that doesn't do it for me. It does however give very good filtration over what's on it now.

What pods are those .
No name aftermarket/Chinese items ?
They don't look like K&N or any other proven brand which are known to be free flowing.
Most cheap pods are actually more restrictive than an airbox and cause rich running and loss of power.
Smoothbores are race carbs and are designed to run open or with stacks and no restriction so those pods are likely your problem.
You should initially run the bike without the pods to get it set up and then find some filtration afterwards such as Unifilters which doesn't offer a restriction.

They are a nibbi brand. They are experimental at this time just to see the spacing between carbs. I think about $40 delivered. 3.5" diameter is max as they are just touching. I will end up getting some better pods to be able to clean. I did read that k&n was restrictive tho, and also about $240 cad. I will try run ING w/o pods on to see if there is a difference. Thanks for the heads up.

There's also the issue of cross winds, rain and while at speed a vortex is created between your legs starving the engine of air. With the air box the frame is pressurized forcing air to the intake. I ditched pods 40 years ago. Climbing the grade going into town in high winds the bike wouldn't pull as strong. With the air box I can roll it on with no problem. 
BTW I have a K&N air filter that less restrictive than the stock filter. Some say it doesn't filter the air like stock so they don't use them. I live in the desert and have no problems with it.

I tried 15 pilots and seems to have slight stutter under ⅛ throttle so I have 12.5 in now and the stutter got worse. Quickly clears up after revs and throttle position about ¼ and up. I am kinda lost, I keep going smaller and it is still showing black plugs and stutter under light load and low rpm. It doesn't seem to change with the air filters removed either. The plungers are now also new and no change. Is there something else that I am missing or even try. Whatever it is, it is happening on all and not just one.

I will simply make the comment that those are mighty big carbs for a 750.  Perhaps the mismatch is the source of your problem.

I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

If you have new choke plungers and your plugs are still black no matter what pilot jets you run then I would suggest looking at ignition spark strength and cylinder compression.

If the spark is weak then your not burning the fuel, if you have low compression your not burning the fuel. Both will show up as black plugs, sometimes not always wet.

Generally carb mouth ID should not exceed intake valve OD unless its a race engine. The KZ650 as previously listed has 33mm intake valve as stock so VM29 carbs do run on them with proper jetting but they will "bog" because of the lack of air velocity (other factor is cylinder bore size)

To make large carbs run on a small CC engine you need a big pilot jet to make up for lack of velocity. I have found some small engines won't even idle without a big pilot jet when running larger carbs. The only downside of a big pilot is extra fuel consumption as 90% of street riding is on pilot circuit.
