Here is what I have:
1992 KZ1000 Police with Delkevic 4 into 1 exhaust with carbon 9" silencer. I have been working on this project for 5 years, it is now up and running...sorta. Just about everything has been replaced on this project, if it wasn't perfect, it was replaced with new oe parts or better. Motor is a full re build.

I am now in the process of jetting it, and trying to get it dialed in, but it wont let me get past 45oo rpm. I know, I know, CV carbs are dang near impossible to tune with pods, but I figured I would give it a try. The carbs are stock with a full ultra sonic cleaning, new brass, gaskets, blah blah blah. This bike idles great, revs great and comes right back down whilst standing still. Once it is under load, it falls on its face about 4500 rpm. It pulls real good down low, and just when you think it is going to lift the front end and take off like a rocket......sputter sputter sputter.

So my question is what carbs need to go on this beast? Motor has been rebuilt to stock specs and is only a street bike. As mentioned, I have the Delkevic 4-1, I am at 5,000ft elevation, and an airbox is not an option so pods are a must. I am thinking Mikuni RS flat slides?????? Keihin CR's???? Whaddya say? Any recommendations?

what carbs are stock? im running keihin cv34s, with uni pods, no problem.... (kz750)

They are Mikuni BS(?) 34 with UNI pods.

Oh, and thanks for the compliment. I entered it in a very big car/bike/plane show in Vail two weekends ago and was awarded "Best in Class" B)

I might have asked before but.... where did the two fork tube gaiters come from?

Also, there is nothing wrong with those carbs... you just don't have them sorted out right yet or you have an ignition problem, cam timing issue or something other simple to work out.
Even the tiniest 22mm carb would allow that engine to make 50-60 HP at 8,000 rpm....

Oh, as far as the cam timing, ignition, etc, I actually thought it might be the timing advance mechanism not working proper, so I checked it with a timing light and it is right where it needs to be at idle and advances to its right spot at 4k rpm. Now I am not the brightest bulb when it comes to electrical issues, but what might be giving me fits there?

Thanks for any tips, I am dying to get this machine dialed in and ride it like it deserves.

Check your fuel line isn't pinched, restrictive fuel filter or plugged tank strainer those could be starving the carbs of fuel. Also make sure your float bowl levels are correct before jumping into jets and needles,

I see you have double fuel taps so you probably have no problem getting the fuel to the carbs. Low float levels could be a problem.

Does it just cut out or does it putter and back fire at 4500?
If I knew what I was doing all the time life wouldn't be any fun.

Float height is correct, incredible fuel flow. Plugs are now showing signs of too rich. I can get it to rise above 4500 with a very very slow roll on, and have had it to 8500 a couple times, but it is a very slow and gentle climb, and takes some effort. If I give it a handful, as soon as it hits in the 4500 range, it just sputters, no back firing, just sputters and wont climb. It runs really smooth and has good pull from idle....then I hit 4500.

OUTSTANDING BUILD! I have never seen it before. Cafe Racer is not my style, but it looks like it was built on the TV show "Cafe Racer" shown on the Velocity channel.
I have never used those style CV carbs. But you say flow is not restricted. And It will climb slowly as rolled on?
How about those big ass condom looking diaphragms? Under wide open throttle, maybe very tiny air leaks are not pulling the slides all the way up?
Only other thing. Is to find someone that will let you try a set of proper functioning stock 34 CV carbs. Or any carb that fits, many do. And if so, you could eliminate all other factors. Did this cycle originate in your high elevation area . Did you mention your elevation?
