Are you planning to run the stock airbox and exhaust?

I don’t want fussy, I would like something simple or even plug and play for the most part. That’s why I’m thinking the brand new set of the rs34 from mikuni but I see on videos that the vm29s are the most rideable and easiest to tune, they look pretty cool too.

Anytime you deviate from the stock setup, you have to accept that you will have a jetting project on your hands. Pod air filters are the real game-changer. A header, much less so.
So, any set you buy will turn into a project. I cannot provide you with a turnkey solution.
If you have the money, I'd go RS34's. You will still have to fuss with jetting, but they will be new, and mechanical slide carbs are easier to tune than CV carbs.
I can rebuild a set for you, but I just checked ebay for cores, and they aren't cheap. It looks like you are talking $250+. I charge $250 for a rebuild, so you are into a good $550 (with shipping), and they will still need to be rejetted.
I have one set of cores, from a GPz750, which are the same carbs used on the ZN1100. They would work, but again, you will have to rejet for the pods. A Dynojet kit is the shortcut path on rejetting, but the kit costs $130, so again, $$$.

We just installed a set of RS 34's and a Delkevik stainless 4 into 1 on my 77' KZ 1000LTD and am very happy with the results. I think my buddy got them straight from Mikuni. We told them the set up (pipe, K&N pods, stock motor) and they come jetted properly. We've also put the same combo on the 80' Suzuki GS 1100E with similar results. You'll need to make a carb support and a second set of hands helps with assembly of the Delkevik exhaust system.
The only problem is the fuel petcock handle hits the #1 carb top with the LTD tank, I'm not sure of the other models. So I made a key for it from an old shock sleeve after I trimmed the handle.

Oh no I think I may have not explained my self well. I’m looking for the best option to get me going in the direction that will lead me to least amount of fuss when riding the bike later. I’m sure I will have to tune and sync and all that, but I’m starting with no carburetors so since I have to spend a big chunk on these I’d really like to get a nice rebuilt set of whichever carburetors will be easiest to tune and ride or a very nice new set.

NO!!!
Those carbs have a lot of corrosion inside. Not to mention, they are VM carbs, not BS CV carbs like your bike came with. VM's would work, but that set would punish the guy rebuilding them, trying to get rid of the corrosion.
