Starter gear damper, is it needed?

Have had mine removed I don't know the sequence of parts or tbe orientation of the damper DK I believe removed the rotor and broke the crank bolt off in the crank I think they must have done this because tbe alternator case was screwed onto the engine how else would tbey know , tbey said it was a barn find as is ?
anyways I gather tbere is a shim to go on first before before the damper my Honda vt500 didn't have this damper system
