I tried to search on this but came up empty.. I'm hoping for the KZ vets for advice.
Do KZ1000Police fairings and floor boards bolt up to 79' shafty? (or even doable?)

The faring has two brackets that support the bottom of the faring on the later bikes. The floor boards attach to loops welded to the frame.

Not sure if this will help but I have a 2002 KZ1000P. On it the fairing is supported by two brackets that are attached to the crash bar and then there is a large bracket that comes straight out of the front of the stem. From a quick walkaround today it looks like the fairing mounts consist of the crashbar, the two aluminum lower fairing mounts and the front mount that bolts to the stem. I don't know if your year bike would have the mounting pad on the stem for the front bracket tho, you might have to find a police fairing from a cop bike close in age to yours? I plan to take lots of pictures of the disassembly once I get a chance to work on the bike. Right now I am hunting a solution to the stolen tank...

I took some pics today of the fairing mounts on my 2002 but can't figure out how to post them here. I will keep trying.
