proper way to prep a rusty tank KZ 1000 A2A

I am about to paint my old tank but the screws broke off when i was trying to take the emblems off. So my painter buddy said you have to drill out the 3 spot welds on each side of the tank than sandblast the rusty cavity. We will make new brakets and solder them in so no mositure can get in and re-tap the holes.
If all else fails, JUMP!
