GPz750A Unitrak fork legs

Hi All.
I'm after a bit of detail regarding the cross drilled holes in the bottom of the fork stanchion, I see from the diagrams that its a non-return valve but I'm a bit unclear how it operates.
I recently noticed a leaking seal on the one side & have stripped both forks ready for new seals, I noticed on one tube the holes half lined up with an inner sleeve, the others side was not aligned at all...
should they line up ?
Should the inner parts be free to move ?
How do I check them over ???

Sorry guys, it all made sense in my head last night but reading it again...I agree.
The internal non return valve seems to move freely.
I'm just unsure about the outer cross drilling in the stanchion (inner fork tube) not lining up with the hole in the internal sleeve.

N.B. The anti dive is still present but the incoming brake line has been removed & blanked off so that it does not operate.
