Just wondering if a set of spoke wheels from a 1975 400 is a Direct swap to a 79 650.. thx

Probably not. the 400 hubs are probably smaller or something. you can compare the various components at Partzilla or maybe Kawasaki.com.

The KZ650B has 19 in. spoke front or do you want an 18 in?

the KZ400 uses smaller axles than the 650. it might be possible to swap bearings to get them to fit the 650 axles, but the hubs are also narrower so you will need different spacers.
