Keys dont float and gas goes boom!

Im planning to weld on my fuel tank (fitting a flush filler cap). Common sense dictates that this could be dangerous. Ive cleaned it out with soapy water and left the garden hose running through it for half an hour. This was at the start of the summer and since then its been sitting atop the bike in the basement , totally open. Fuel cap, petcock and sensor all removed.
I want to be very sure that its not going to explode when I touch the welder to it. So, my reckoning is to see if it will explode out in the garden first. A controled explosion of sorts. Though a non explosion is what Im aiming for.
Is this a completly dumbass idea??

I welded up a 76 KX tank a few years back, just washed it out real good, then hit it with a small propane torch to see if anything was still flammable. Got nothing. If there were flammable fumes, they would just burn off through the opening, not explode.

I've had a tank welded, no probs, just thin metal and very easy to burn through.

Best to fill tank with CO2 or an inert gas if you can.

i have welded several tanks and never had one even give me a puff, just hosed em out with water.
i have a buddy that lights matches and throws them at the gas cap hole until one goes in  !
i have heard that a garden hose taped to your running car exhaust and ran into your tank will evacuate the fumes sufficiently.

but a wash with water and pass a flame over the gas cap like kidkawie said it won't blow.

That works too, I didn't suggest it as inert gas seems a lot safer...I had CO poisoning last year and it can be a killer.
