someone school me on wheel markings

I'm guessing these are manufacturing dates..but on the front wheel we have two letters n and D. On the rear wheel we have T K 4.

I've seen those random letters and numbers on my wheels too. I think they are the inspectors marks, so that the wheels can be traced. The numbers in the circles are the date the wheels were cast.

I figured oct 16t of 78...T K 4 cant figure ?
Maybe inspector id..
The front maybe nov.1st of 77 .if you go by the same pattern..but the N and D? ..the bike is a D1.. Maybe explains the D. But not the N
